Albion came back from two goals down to snatch a much deserved point against ten-man Elgin.
Both sides struggled early on to find their feet in what were atrocious playing conditions.
However, it was Albion who went close early on when striker Paul McManus fired the ball over from close range.
Elgin then fought back and went close themselves when Iain Vigurs put Willie Martin one-on-one with Chris Fahey, but the latter pulled off an excellent save.
On the half-hour mark, Elgin went close again when an Andy Roddie strike just flew past the post.
Five minutes later, a Roddie corner this time, saw Hugh Dickson rise above the home defence to head Elgin in front.
Just before half-time, McManus had an excellent chance as he rounded Elgin keeper Kieron Renton, but his shot flew just past the post.
Early in the second half the game took a dramatic twist as youngster Fraser Bremner was given his marching orders for a second bookable offence, following a foul on Graeme McCaul This didn't seem to affect Elgin as Vigurs fired a stinging shot which was saved by Fahey, but landed at the feet of Martin who tapped the rebound home.
A minute later, Scott Crabbe ran through and drove an unstoppable shot from 25 yards into the bottom right hand corner to put Albion back in the game.
Rovers drove hard in search of an equaliser, and eventually it came with 12 minutes to go.
Following a goalmouth scramble, young defender Paul McLaughlan fired the ball home from just inside the box.
Rovers could even have taken all three points late on as veteran striker Crabbe saw his shot rebound back off the post.
