Bryan Gilfillan scored twice but was sent off late on as Annan won 2-1 but fell agonisingly short to ensure Albion Rovers were promoted to the Irn Bru Second Division with a 4-3 aggregate play-off final win.
Trailing 3-1 from the first leg, Annan fell further behind as Albion led through Ciaran Donnelly and not even Gilfillan's second-half double could rescue the tie.
The visitors struck the opening blow in the 22nd minute when midfielder Steven Canning crossed from the left flank and Donnelly arrived to plant a firm header past Annan goalkeeper Craig Summersgill from the edge of the six-yard box.
But Annan were level in the 51st minute when Gilfillan collected possession and hit a right-foot shot from 25 yards.
He then headed his side in front in the 65th minute, but saw red in the last minute for foul and abusive language.
