A Scott Taylor header five minutes before the interval earned Arbroath the three points they needed to stay in the third division play-off race.
But it was a nervous performance from the home side, who now need to win their final two games and hope that rivals Elgin City and Queens Park drop points during the run-in.
Arbroath manager John McGlashan was relieved to hear the final whistle. "It was a battle and we had to be strong," he said. "We got the three points but lived on our wits at times."
Rovers' boss Jim Chapman was disappointed with his side's performance. "That must have bored everyone," he said. "It's the worst we've been for a long time and I am disappointed because the players have done well until now. But some of them have two games left to prove they have a future at this club."
Both sides had chances in the opening five minutes with Gary McGlynn pushing aside a Gavin Swankie shot to save Rovers, while Arbroath's Neil Inglis did well to block a George Wallace effort.
Taylor had a great opportunity for Arbroath in the 28th minute when put through by Roddy Black, but McGlynn diverted his left-foot shot behind for a corner.
Lee Sichi then put the ball in the Arbroath net, but the referee had already blown for offside.
Arbroath's growing pressure paid off in the 40th minute. A Swankie corner on the left was headed into the six-yard box by Steven Rennie and Taylor nodded the ball home.
There were few hightlights in a scrappy second half in which Albion only occasionally troubled the Arbroath defence.
The best chance, however, fell to Jon Voigt with two minutes to go, but the Arbroath striker somehow managed to hit the post from four yards with the goal at his mercy.
