Rovers didn't do themselves any favours in the opening 20 minutes and two defensive blunders put Shire two ahead.
A corner from the Shire right was deliberately handled by George Wallace, who was lucky to escape a yellow card, but this didn't bother Iain Diack, who slammed home the spot-kick.
Diack helped himself to a second when he won a challenge with his marker and, spotting Rovers keeper Jamie Ewings off his line, hammered the ball over his head from 25 yards. A few minutes later the keeper redeemed himself when he turned a point-blank effort from Andrew Brand round the post.
Diack seemed intent on helping himself to a hat-trick but he was denied by a good save from the visiting keeper, who spread himself well to block the striker's close-range effort. Shire eventually got a third when Ally Graham head-flicked a throw-in into he path of Diack, who picked out Brand inside the area who finished with a low drive past an unsighted Ewings.
Rovers opened their account thanks to a Jamie Mackay own goal. His attempted clearance from the right-hand side of the penalty box sliced back over his head and went into the far top corner of the goal past a bemused Derek Jackson.
Rovers tried to put on the pressure in the last 15 minutes, but in doing so left themselves open at the back and Shire should really have increased their tally to four or five.
